There must be a problem with your system . 


clos:/home/pabi# apt-get -s install hwtools
Reading Package Lists... Done
Building Dependency Tree... Done
hwtools is already the newest version.

hwtools has been a package for quite some time, this output is from a 
Testing system. '/etc/init.d/hwtools' is a good place to put 'hdparm' 
comands, afaik.
