This strongly suggests that your debconf cache, /var/cache/deconf/*.dat,
is badly corrupted.

Looks like apt's status cache, and/or dpkg's status file is broken.

This suggests that your dpkg-divert file, /var/lib/dpkg/diversions, is
corrupted. Probably full of binary garbage from some other file.

You might want to check the rest of the files on your system for
curruption, figure out what the problem is, and restore from backups..
