I agree.  However, CR is a self-destructive method of handling the
problem.  It does nothing to discourage spammers and is about as
effective as an individual user just hitting delete (JHD).  We all
know how effective JHD has been.

In much the same way ignoring the idea that a third of the world hates
the US helped save the US from 9/11, right?
