I'd check to see that an intermediate hop isn't holding you back.  

I've got a P166 providing firewall/routing for 2 T1 connections and 3
logically seperated internal networks with no problems.   I frequently
attain full 1.5 Mb/s speeds on my upload/downloads over either circuit.

Additionally I have another smaller site that uses a K6 300mhz system
and has no problem getting full 1.5 Mb/s on downloads (its on a ADSL
circuit, so the uploads are throttled to 384 Kb/s).  

The short of it is, that your hardware most likely isn't the problem.
