lvm and vgextend

I have just bought a new disc to replace one which seems to have lots of 
errors on it.

In order to bring it into service I have temporarily wired it in as /dev/hdb

I have partitioned the disk and I have "pvcreate"d /dev/hdb3

my plan was to vgextend the volume group currently on /dev/hda3 into 
/dev/hdb3, then pvmove /dev/hda3 to move everything to the other drive and 
then vgreduce to get rid of /dev/hda3.

Once all that was complete I was going to shutdown the machine and move 
/dev/hdb into the /dev/hda position.

Unfortunately - the vgextend doesn't work - it gives an error - thus:-

kanger:/home/alan# vgextend vg1 /dev/hdb3
vgextend -- INFO: maximum logical volume size is 2 Terabyte
vgextend -- ERROR: no physical volumes usable to extend volume group "vg1"

What an I doing wrong?
