	Not if he's actually Andrew Morton's low-latency patch.  I've got
it on my own personal Debian repository.  Add the following lines to
your sources.list

deb http://www.eng.uwaterloo.ca/~sfllaw/debian unstable main
deb-src http://www.eng.uwaterloo.ca/~sfllaw/debian unstable main

	There, you will find a kernel-patch-lowlatency-2.4 package
there.  I'm hoping to get it sponsored into the Debian proper, and
waiting patiently for DAM approval.
