Try using the --force-confmiss option to dpkg. You can get apt-get to
pass this option to dpkg if you like using '-o DPkg::Options' (see 'man
apt.conf'), or you can reinstall the package directly using dpkg from
/var/cache/apt/archives.

(Briefly, "missing" is considered a valid state for a configuration file
like /etc/X11/xkb/basic, and dpkg won't mess with that state without
your permission.)
