Yes, in fact it is. Using jigdo-lite, you just pretend to be
downloading the image from scratch. This way, you'll get the new
description of the packages included and it'll ask you if you have
an older version of the same image, so it can re-use the common
files.
Woody images are supposed to be updated daily; so if you have a
recent version, only a few files will be added/removed.
