Play it again sam.
I just tried installing on another system (an old P-90 desktop) and got the same error, Couldn't download PPOECONF.
So now it looks like time to file a bug report.
Since I'm new to this a little direction could help.
I'm assuming that the bug should be reported against the boot-floopies (duh). I've checked outstanding bugs and all I can find is
   #139768: boot-floppy: Error in Debian install-en-html
which seems to be about documentation.

Should I just file a bug report against boot floppy or should I send a message to debian-installer or perhaps both?
After looking a little bit, it seems that if I report to both I should use the
X-Debbugs-CC: header so the bug tracker keeps things straight.
I'm really leaning towards posting to installer also.

I will be filing the bug report using email, since I don't have a running debian system (ok so thats a lie, but I don't have an easily accessible debian system that I wish to add packages onto).

Any suggestions on what logs to add to the message?

I have used the report a problem option and now have a file to include (well I will if I can get this floppy to work).
How should this be used, just attach the file?
open it up and include the text?

So many questions.

Well I'm going to watch the Simpsons and then finish this bug report.

Also any pointers to using the CVS versions of boot-floppies?

I'd hate to go through all this just to find that the latest CVS versions work.

Matt
