Looks like it didn't help. This is a fresh install now. I selected
all the devel stuff in taskel
dpkg -l |grep 'debhel\|build-ess\|dpkg-dev'

Still apt-get -b source vim
Fails with the same message as reported.
Its not essential that I get this working right now. I can install
the binaries. This was a trial for some planned activity.
I selected nearly a full install in tasksel leaving out only the
newsserver and foreign language stuff.
