dpkg is working fine. It is refusing to install a package that
overwrites
files that already belong to another package, without explicitly being
told
that it is ok in this case.

Do
	dpkg --force-overwrite -i
/var/cache/apt/archives/libopenldap-runtime_1%3a1.2.12-1_all.deb
and you should be fine.
