Just to rule out the obvious, what are you getting when you run dpkg -S 
curses.h?

[02:45:39 tmp]$ dpkg -S curses.h
libncurses5-dev: /usr/include/curses.h
libncurses5-dev: /usr/include/ncurses.h
[02:57:09 tmp]$
