'xset -r keycode' doesn't work

While

  xset -r
  xset r
  xset r on/off

works on my machine (Potato, generic keyboard), e.g.

  xset -r 38

doesn't work. (keycode 38 = 'a'). Wondering if it's my
problem or bug in xset?
