dhelp_parse: can't open /var/lib/dhelp/titles

Hi !

using apt-get install ... (or dhelp_parse by myself) gives me the error:
dhelp_parse: can't open /var/lib/dhelp/titles

since my last dist-upgrade on friday.
Strace says:
