If you're looking for software, the best place to look (at least to
start) is freshmeat.net.  I found this:

    http://freshmeat.net/projects/pppd/

there, and it's likely to be what you want.  However, the latest
version is 2.4.1, which is what's in sid, and perhaps woody as well.
