Are you kidding us? You cannot install linux packages just like that
on windows. Microsoft does not support it.
Your best try is to install cygwin on your windows machine. It is free
software, comes with a compiler (IIRC), so you can try to build any
software in debian on your windows system.
Go to http://google.com and type "cygwin".
