IIRC, it doesn't create any filesystem at all; it writes the kernel
image directly on to the floppy using dd.  This happens to make the
floppy bootable with the kernel, but you'll need to change options
like the boot device using rdev and friends.  You might be better off
creating a LILO/GRUB boot floppy with a filesystem and putting your
kernel on that.
