One of two places: modprobe ethertap or /dev/MAKEDEV. tapX devices are
for the ethertap module. ethertap isn't really required, but is a good
thing to play with. If you know you already have the module loaded/have
enabled it in a custom kernel, then your problem is the devices aren't in
/dev. The solution is to make 'em: look in the manpage for MAKEDEV and
supply it with the proper target and go with it.
