Of course he can.  Nothing in the GPL forbids charging (and, of course,
nothing in the GPL restricts the author in any way).

As author he can license the current version under as many different
licenses as he sees fit.

Again, it is perfectly legal to sell copies of GPL software.  You just have
to provide source and understand that the buyer gets full GPL rights (which
means that he also can sell it).
