Possibly there is a problem with the server(s) you are trying to reach.
FWIW, here's what I use in /etc/apt/sources.list (not sources.conf):
deb http://http.us.debian.org/debian frozen main contrib non-free
deb http://pandora.debian.org/debian-non-US frozen/non-US main contrib non-free
