click on "Download FTP" -> http://www.debian.org/distrib/ftplist
select a site near you, e.g. ftp://ftp.ca.debian.org/debian/
select the tools directory, e.g. ftp://ftp.ca.debian.org/debian/tools/
download fips20.zip, e.g. ftp://ftp.ca.debian.org/debian/tools/fips20.zip
