You have to get it from the non-US section.  For example, you could add
this line to your sources.list in /etc/apt:

deb ftp://non-us.debian.org/debian-non-US/ woody/non-US main

Of course, you'll have to change it according to whether you have slink,
potato, woody, etc. (a.k.a. stable, frozen, or unstable).
