Da steht:

Was sagt grep -lr 'DEBCONF.*DEBCONF' /etc/exim4?

Da steht nichts davon, dass ein dpkg-reconfigure exim4-config reicht.
Du hast irgendwann mal Dateien in /etc/exim4 manuell verändert, und
dann die vorgeschlagenen Neuversionen eines Package-Updates abgelehnt.
Jetzt darfst Du deine manuellen Änderungen selbst und händisch an die
Änderungen, die in der Package geschehen sind, anpassen.
