Oui, mais non© : il faut taper la commande

 tex kvoptions.dtx

ou encore, si tu tiens à LaTeX,

 latex '\let\install=y\input{kvoptions.dtx}'

Sinon, tout Oberdiek pour les fainéants,

   CTAN:macros/latex/contrib/oberdiek/
 [...]
 Installation is easier, if you want to install all packages:
 Just download oberdiek-tds.zip and unzip it in your preferred
