My guess is that when you call
aptitude install texlive-lang-all
then tex-common gets installed, and all others (but NOT configured),
then tex-common gets configured but NO trigger actions are done because
the .cfg files are already dropped into the resp directories BEFORE
tex-common was configured.

I have NO idea what is stupid and what not here, I am shooting blindly
at problems. But this is waht I ahve seen in the build logs that
tex-common is only called for the configure arg and never triggered if
all are installed at once.
