FWIW I recompressed
texlive-{base,bin}_2008.svn12355.orig.tar.gz
to lzma and set the source format to 3.0 (quilt). It was no problem to
rebuild the packages with 'dpkg-buildpackage -us -uc -Zlzma' on sid. If
you want to you can examine the packages at
http://alioth.debian.org/~jhr-guest/
AFAICS there is no need to work on anything for the new source format.
Seems to work w/o any problems. :)
