This means that somebody posted a mail to this list via news.gmane.org,
the mail2news-two-way gateway. In order to reduce spam, you have to
answer a mail sent to the "From" of the first posting that you send to
the "newsgroup", and then it is sent via mail to lists.debian.org.
I don't know why a bugnumber address got that, though.
