Hmm, I thought that the code
if kpsewhich --version > /dev/null 2>&1 ; then
build_format_if_format_exists --byfmt texinfo
build_format_if_format_exists --byfmt cyrtexinfo
fi
does check for this, that was the reason why it was included.
So kpsewhich --version succeeds, but kpsewhich -var-value TEXMFSYSVAR
does not. This would be really strange.
