I think that Guanghui and Junichi co-maintain dvipdfmx
might be the best, if they agree each other.

Sorry to say but Guanghui might be not yet authorized 
enough to be added to debian-tex alioth group, or we
should (or could) be restrictive w.r.t these cases IMHO.

I understand that he can't normally maintain dvipdfmx before 
April so NMU is no problem.
