No, as explained in the link in the bug log, if you rotate a picture
that has zero depth by 180 degrees, it's height gets zero (while the
depth is now the old height). Using totalheight (which is the sum of
height and depth) solves the problem.
So there is a problem, but it's deep in the concept of graphics
inclusion, and it's probably not possible to fix it without breaking
existing documents. And furthermore there's already a nice solution:
use totalheight.
