It's a bug in the current implementation of the BTS.  If you look at 
http://bugs.debian.org/cgi-bin/pkgreport.cgi?which=pkg&data=tetex-base&archive=yes
you will see that the "archived" bugs which appear on the main page
don't actually appear in the archive page.
