Yes, that's how it should be.  But if you look at 

http://bugs.debian.org/cgi-bin/pkgreport.cgi?which=pkg&data=tetex-base&archive=no&version=&dist=unstable

you'll notice that all bugs under "Resolved bugs" are already archived,
according to the note after the "Done:".  But they are still displayed.

No, I just use mozilla and wwwoffle; but they should never be in that
state anyway.
