The problem is caused by tetex-extra still shipping its .list file in
/var/lib/tetex/debian where the new update-updmap doesn't look anymore:

     % find /var/lib/tetex
     /var/lib/tetex
     /var/lib/tetex/fontmap-cfg
     /var/lib/tetex/fontmap-cfg/lmodern.list
     /var/lib/tetex/debian
     /var/lib/tetex/debian/fontmap-cfg
     /var/lib/tetex/debian/fontmap-cfg/tetex-extra.list

Consequently, newly-generated updmap.cfg files don't contain this:

  # ps-type1 versions for cm+ams; CTAN:fonts/cm/ps-type1/bluesky
  MixedMap bsr.map

which declares the BlueSky fonts for pdfTeX.
