Again no reaction from us for long. Sorry for that!
I've forwarded that stuff to upstream and got the response, that
dvips.tex is very outdated and has been superseded indeed by
dvips.info. In the latest teTeX-beta dvips.tex has been removed.
The developers agreed that documenting plain PS commands to the end
user is not recommended as today there should be better methods to
rotate pages.
I'm marking your bug forwarded and fixed in upstream.
