You are, but you cannot know. There was a private discussion about the
license of the code (public domain or GPL), and I also missed the answer
by David Carlisle which must have gone privately to Thomas. I am also
ignorant - I don't know under which license the code is now. But tagging
is okay, for sure.
I'm going to write Thomas a mail, anyway, and I'll ask him about a
license statement for pslatex.
