Bug#280467: ctangle(1) references files in /usr/local

I'm not sure about the correct location for upstream teTeX without any
prefix option to configure, but IIRC it should be /usr/local/teTeX/...?

Some of the locations look heavily outdated:

Well, yes and no:

kpsewhich -show-path .w
.:/home/frank/texmf/cweb//:!!/usr/local/share/texmf/cweb//:!!/usr/local/lib/texmf/cweb//:!!/var/lib/texmf/cweb//:!!/usr/share/texmf/cweb//

But at least with the configure options I used, this directory is not
created, and it is also not in tetex-texmf-2.99.3.20041109-beta.tar.gz
