Nope is does not! tetex-extra was split off for people wanting only a
minimal installation. In fmtutil.cnf we check for metafun.mp and if
it is present we assume tetex-extra to be installed and hence create
the formats for it. In that case the file was present, although
tetex-extra was not installed. This is the problem we have in the
moment.
The long description of tetex-bin reads:

 Lambda, Omega, MetaPost, MetaFun and AmSTeX won't work without
 having tetex-extra installed.
