This is METAFONT, Version 2.7182 (Web2C 7.4.5) (INIMF)
(/usr/share/texmf/metafont/config/mf.ini
(/usr/share/texmf/metafont/base/plain.mf

running `mpost -ini   -jobname=mpost -progname=mpost mpost.mp' ...

after reading plain.mf the output simply ends. I guess, this is the
point, where fmtutil segfaults. When trying to call:

fmtutil --byfmt mf

does that run through? If yes: does calling again
"dpkg-reconfigure tetex-base" give you a correctly installed package?
