You didn't understand the problem. There is no way to get a not-broken
behaviour with the same settings for all circumstances. Your example
document produces fine pdf files when compiled with pdflatex. If I
change it to use \usepackage[hypertex]{hyperref}, the dvi file looks as
you want, but the pdf file produced by pdflatex is broken (no links).
