I fear none of the people writing on this list knows much about
ConTeXt. The only thing I know is that this file does not exist in
teTeX.
Perhaps you should ask on the ConTeXt mailing list
ntg-context@ntg.nl. Subscription information is in
/usr/share/doc/texmf/context/base/context.rme near the end.
