Bug#175794: pslatex don't like options of latex

I don't care at all. I just noticed that pslatex.sty is under LPPL, and
there's no copyright and licensing statement in the script. I propose to
follow Thomas' experience. If you agree, I would add a copyright
statement (1994-96 David Carlisle, 2004 T.E. and F.K) and

# We hereby put this script in the public domain. Everybody is allowed
# to use and distribute the original or modified versions without
# restrictions.
