Here down in the Debian Bug Tracking System we've got the request to
include the icelandic hyphenation patterns into our packages. I've
forwarded the request to Thomas Esser and got the response, that the
patterns are not DFSG-free due to the statement above. Thomas has
even submitted a bug to the babel people and requested to clarify
that issue.
This is just FYI. My suggestion is to rerelase the patterns using
another license statement.
