Nothing. Just the interface has changed.
To me everything works fine in a chroot sarge with your new arabtex.
I have an ps and pdf example here if you want it.

Few remarks:
1. updmap calls mktexlsr if not disabled explicitely.
2. You should deregister your fonts in postrm
3. Your package delivers an nearly empty prerm-script.
