Bug#49149: tetex-bin: easy fix for dvips ignoring system paper size

Followup-For: Bug #49149
It would be relatively easy to fix this problem (at least partially)
by running
texconfig dvips paper `paperconf`
in the postinstall script for tetex-bin. Granted this isn't as good
as checking dynamically, but it's very easy to implement, and American
TeX users will thank you.
