Bug#148498: tetex-src: picinpar.sty should be in tetex-extra

The file /usr/share/texmf/source/latex/picinpar/picinpar.sty should not
be in the -src package, since it is used to layout the document. There
are a number of .sty files in the current package (227 exactly), and I
think most of them should go into the tetex-extra package, too.
