This file should be installed by the postinstall script of the
"xserver-common" package. If this package is already installed, try
doing:
rm /etc/X11/Xserver
/var/lib/dpkg/info/xserver-common.postinst configure
/var/lib/dpkg/info/xserver-xsun.postinst configure
