You shouldn't apply something like that without verifying stuff.. People
file such stuff even when the stuff isn't yet ready.. (see also
Especially as the transition hasn't been started yet in any way.... (nothing on release.debian.org)

This now breaks building of packages which build-depend on libsane-dev
and other packages which still use libtiff4-dev (example: libreoffice):

Dist-upgrade wants to remove libsane-dev and when I try it explicitely:
