Freeze exception for geda-symbols 1:1.4.0-2

I uploaded geda-symbols 1:1.4.0-2 just after the freeze announcement
came through. The only change is to fix important bug #454938, which is
a puiparts "files left after install-upgrade-purge" bug.

Please consider letting it in to lenny. If not, no harm done; most users
won't be affected, because the orphaned file is a conffile now owned by
another package that geda-symbols users will have installed.
