Hi,
I think the best way to encourage use of such a facility (communications
web site) is to get it started with what you know. I don't think
anything more than a wiki would be needed for most non-automated things.
Maybe you'd like to take a look at
http://wiki.debian.net/?DebianReleaseFAQ and contribute there? I'd be
happy to discuss your proposals off list. Fwiw, I've put off working on
two other attempts, one in a wiki page (I did monthly roundups and
intended to use the wiki to manage this), and an
alioth project.
