When I press Alt+N on kdm login screen, I'm taken to tty1 as expected, but I 
can't return to X (kdm) by Alt+F7 where X should be and kdm is reported 
running (by /etc/init.d/kdm start).
Correct behavior would probably be to let X keep running so I can log in using 
kdm.

Alt+N behaviour in kdm as described in this bug report is expected and has 
always been like this. You have to restart kdm in order to get to it again.

In any case, original bug report is not related to KDE itself. X crash 
(literally) after ctrl+alt+F1 is an X bug and not related to #549946
